DOOH vs Traditional OOH Buying.
Static OOH sells on a signed IO against a posting schedule, priced in showings and GRPs. Digital OOH can trade on OpenRTB — but most of it still doesn't. The scored comparison, with the SSP ownership map after two rounds of consolidation.
A spoke off the DOOH & Place-Based Media Standards deep dive: that page maps what OpenRTB 2.6 standardizes for programmatic DOOH. This page answers the question buyers actually ask first — is this face bought the old way or the new way, and how much of "digital" really is the new way? The honest answer, per the first independently aggregated industry benchmark: about 7%.
Digital does not mean programmatic. It means capable of programmatic — and in 2025, only about 1 in 14 global DOOH dollars actually traded that way.
Fast read
- What this is
- A scored comparison of how static (print) out-of-home and digital out-of-home are actually bought — RFP/IO against a posting schedule versus OpenRTB 2.6 programmatic paths — plus how much of DOOH itself clears programmatically.
- The headline number
- Global programmatic DOOH spend was ~$1.4B in 2025 — about 7% of global DOOH expenditure (WOO/PwC benchmark, 11 SSPs). The other ~93% of digital-screen spend is still IO or Programmatic Guaranteed, sold the same way static is.
- The unit mismatch
- Static trades on a showing — a #100/#75/#50/#25 GRP package modeling market-level reach (OAAA/Geopath). Programmatic trades on OpenRTB's qty — a modeled, often fractional, per-play impression multiplier. Different units, not convertible.
- What it is not
- Not a claim that static OOH is disappearing or that digital automatically means programmatic. Static is ~53–64% of OOH revenue depending on market, and most digital screens still sell through the same reps as static.
- Best for
- Brand, agency, and screen-network buyers deciding which paths to plan for — and anyone scoping a DOOH SSP integration who needs current ownership, not a 2023 org chart.
- Watch-out
- The SSP layer named in most 2023-era comparisons has consolidated twice since: Hivestack, Vistar Media, and Place Exchange all changed hands in the last 18 months.
Static vs digital OOH, scored across six dimensions.
The physical medium — print panel or networked screen — decides almost everything downstream: trading mechanism, currency, lead time, and who you actually call.
| Dimension | Static / traditional OOH | Digital / programmatic DOOH |
|---|---|---|
| Trading mechanism | Direct sales rep or RFP, culminating in a signed insertion order against a fixed posting schedule. No real-time trading mechanism exists for static panels. | OpenRTB 2.6's dooh and qty objects carry the RTB path via an SSP — open auction, PMP, or programmatic guaranteed. But most digital screens still sell on the same IO/PG basis as static (see the market-share row below). |
| Currency / inventory unit | A showing — #100, #75, #50, or #25 GRP — sized to a stated share of the market population per day. Geopath models the underlying reach and frequency. | The qty impression multiplier: a modeled, often fractional, estimate per play (0.32 as well as 14.2), carried in the OpenRTB bid request. A screen-level number, not a market-level one. |
| Lead time & production | Typically 2–4 weeks from signed IO to live board (trade-reported); client artwork approval is the usual bottleneck, then vinyl printing (~3–5 business days) and physical install. | No physical production step — but creative still needs media-owner pre-approval before it plays (per the DOOH standards deep dive); same-minute creative swaps are not a safe assumption even on programmatic paths. |
| Where you transact | Media-owner regional sales offices and account executives — Lamar Advertising, OUTFRONT Media, Clear Channel Outdoor are the major US public players selling both static and digital faces this way. | SSPs and platforms — but the field consolidated hard: Vistar Media (T-Mobile-owned since Feb 2025), Broadsign (acquired Place Exchange, Nov 2025, ~1.8M screens), Hivestack (Perion-owned since Dec 2023). |
| Proof / measurement | Geopath-modeled GRPs against the showing are the planning currency. No per-play billing event exists for a printed panel — there is nothing to bill per impression. | The burl billing event fires when creative renders and becomes billable; the qty multiplier estimates how many people saw it. Still no cross-industry proof-of-play standard — same gap as the parent DOOH deep dive documents. |
| Minimum spend / access | Not publicly documented. No major static OOH media owner publishes a minimum spend or panel count — thresholds vary by market and are negotiated. | Also not publicly documented. Vistar Media's own marketing states it accommodates "campaigns of any size and budget," but no SSP publishes a numeric floor — access is gated by platform/DSP relationships, not a published minimum. |
The market split: digital vs static, then programmatic vs the rest of digital.
Two separate splits get conflated constantly. The first — digital vs static — is a real and growing share shift. The second — programmatic vs IO/Programmatic Guaranteed, within digital — is a much smaller number that most comparisons skip entirely.

| US total OOH revenue, 2025 | $9.46B, +3.6% YoY | OAAA (Miller Kaplan, MediaRadar, member reporting) — Mar 2026 |
| US DOOH share of that total | 36.3%, DOOH itself +10.5% YoY | OAAA — Mar 2026 |
| Global total OOH revenue, 2025 | $54.2B, +15% YoY (~5.1% of global ad spend) | World Out of Home Organisation — Jul 2026 report |
| Global DOOH share of that total | 47%, forecast 49% in 2026 ("poised to overtake static") | WOO — Jul 2026 report |
| Global programmatic DOOH spend, 2025 | ~$1.4B — ~7% of global DOOH expenditure | WOO / PwC benchmark, 11 SSPs — Jun 2026 |
| Programmatic penetration by region, 2025 | Americas 14.2% · EMEA 9.4% · APAC 1.7% | WOO / PwC — APAC flagged as a data-coverage gap, not necessarily true low share |
Read the APAC row carefully
WOO itself frames APAC's 1.7% programmatic penetration as a data-coverage gap in the world's largest DOOH market, not necessarily a true reflection of how little programmatic trading happens there. Treat the global 7% figure as a floor, not a precise ceiling.
Three assumptions this comparison should retire.
- Digital ≠ programmatic
Don't assume a networked screen trades in real time.
The WOO/PwC 2025 benchmark — the first independently aggregated figure of its kind, built from confidential submissions by 11 SSPs — found only ~7% of global DOOH spend cleared through open exchange or PMP deals. Assume IO or Programmatic Guaranteed until a media owner confirms otherwise.
- Static won't go real-time
Don't plan for real-time trading on print inventory.
No source — vendor, trade, or industry body — describes any real-time bidding mechanism for static panels. It is IO/RFP against a fixed posting schedule, full stop; the physical medium is the constraint, not a lack of tooling.
- The SSP map moved
Don't scope integration work against a 2023 org chart.
Hivestack (Perion, Dec 2023), Vistar Media (T-Mobile, Feb 2025), and Place Exchange (folded into Broadsign, Nov 2025) all changed ownership in the last 18 months. Verify current ownership and API surface before committing engineering time.
Price the path, not the pixel count.
A screen being digital is a capability, not a commitment. Plan for the path that's actually in the contract.
- Digital ≠ programmatic. Only ~7% of global DOOH spend clears through open/PMP paths (WOO/PwC, 2025) — assume IO or Programmatic Guaranteed on any digital screen until told otherwise.
- Showings and impressions solve different problems. A showing measures market-level reach; qty measures per-play modeled exposure. Don't average across them in a single media plan.
- The SSP map consolidated — it didn't disappear. Three ownership groups (T-Mobile/Vistar, Broadsign/Place Exchange, Perion/Hivestack) now sit where four-plus independents used to. Verify current ownership before any integration commitment.
- Static OOH isn't becoming programmatic. It structurally can't swap creative in real time. The entire programmatic story — all ~7% of it — lives inside the digital 36–47% of the market.
- Lead time is an honest constraint on both sides. Static plans around client art and print; programmatic plans around media-owner creative pre-approval, not a real-time swap fantasy.
Frequently asked questions.
Does "digital out-of-home" mean the screen is bought programmatically?
No. Being a networked screen makes a face capable of programmatic trading — it does not mean it is sold that way. The first WOO/PwC industry benchmark found only about 7% of global DOOH spend cleared through open exchange or PMP deals in 2025; the remaining roughly 93% of digital-screen spend is still direct IO or Programmatic Guaranteed, sold by the same media-owner reps who sell static inventory.
What is a "showing" and how does it compare to a programmatic impression?
A showing (#100, #75, #50, or #25 GRP) is a market-level reach package: OOH industry glossaries define it as the delivery level, sized to the population of the market, with panel counts varying by market and average daily circulation. Geopath produces the underlying GRP and reach/frequency modeling. OpenRTB's qty object, by contrast, is a per-play impression multiplier on a single screen — a modeled, often fractional, estimate (0.32 as well as 14.2). The two are not interchangeable units: one describes a market-level plan, the other a screen-level event.
Who are the major programmatic DOOH SSPs today?
After two rounds of consolidation, three ownership groups dominate the SSP layer: Vistar Media (acquired by T-Mobile US, deal closed February 3, 2025, reported at roughly $600M announced / $621M per SEC filing); Broadsign, which acquired Place Exchange in November 2025, combining to roughly 1.8 million programmatically transactable screens; and Hivestack, acquired by Perion Network in December 2023 for $100M cash plus up to $25M in earnouts. All three continue operating under their own brands.
How much of total OOH ad spend is digital versus static?
In the US, OAAA reports 2025 total OOH revenue at $9.46B, with DOOH at 36.3% of that (up 10.5% YoY) — meaning static and other non-digital formats are still roughly 64% of US OOH revenue. Globally, the World Out of Home Organisation's 2026 report puts 2025 total OOH spend at $54.2B, with DOOH at 47% and forecast to reach 49% in 2026 — described by WOO as poised to overtake static for the first time.
Is there a minimum spend to buy programmatic DOOH?
Not publicly documented on either side of this comparison. Vistar Media's own marketing states it accommodates "campaigns of any size and budget," but no major SSP publishes a numeric spend floor, and no major static OOH media owner (Lamar, OUTFRONT, Clear Channel) publishes one either. Access to either path is gated by platform, DSP, or rep relationships rather than a stated minimum.
Does proof-of-play differ between traditional and programmatic DOOH?
Not in the way that matters: neither path has a single cross-industry technical standard for proof-of-play. Static relies on Geopath-modeled GRPs against the showing as the planning currency — there is no per-play billing event for a printed panel. Programmatic relies on OpenRTB's burl billing event (fired when creative renders and becomes billable) plus the qty multiplier — an estimate, not an observation. Both numbers are modeled; neither is a sensor reading of who actually saw the ad.

Planning spend across static and digital OOH?
The work is pricing each path honestly: which faces are actually programmatic (a minority), which SSP owns which platform after two rounds of consolidation, and what a showing versus a qty multiplier actually proves before it reaches a media plan.
